I'm sorry, but I did not have any success with this. I Googled for a muffin
recipe with these ingredients: cream of tartar, oats, egg, flour, banana or
strawberries (or both). I Googled the phrase "make muffins using cream of tartar".
I Googled for a muffins recipe with cream of tartar that mentioned the name "Tony"
or "Toni". None of these attempts brought up a recipe that fits your description.
Perhaps this recipe has been removed from the Internet.
I will post this for reader input.

Folks: I am getting a lot of generic cream of tartar muffin recipes in response
to this. I appreciate the efforts, but we aren't looking for just any muffin
recipe with cream of tartar, we are looking for a particular recipe. It must
call for oats and bananas or strawberries (or both), and optimally, it would
have been posted by someone named "Tony."

I could not find a cherry crunch recipe that said that it was from Friston or from
Suffolk, but I did find recipes that fit your description. See below.

Quick and Easy Cherry Crunch Dessert
1 can (20 oz.) cherry pie filling (we use the kind with no sugar added.)
1 box white cake mix
1 stick of margarine or butter (room temperature)
1 cup of chopped pecans (or pecan pieces)
Pour the can of cherry pie filling into a deep dish baking dish.(You may use an oblong Pyrex dish.)
In a large mixing bowl, combine the white cake mix with the margarine using a pastry blender(or fork).
When the mixture is roughly the consistency of cornmeal, add the 1 cup of pecans and mix together.
Sprinkle this mixture evenly over the pie filling in the deep dish. Place in a 350 degree oven for
about 20 minutes. Increase or decrease the cooking time, so that it is browned to your liking.

Cherry Crunch Cake
1 (1 lb.) cherry pie filling
1 (No. 2) can crushed pineapple
1 box (reg. size) yellow cake mix
1 1/2 sticks butter, melted
1 c. chopped pecans
Butter a baking dish, 13"x9", and 2" deep. Spread cherry pie filling over bottom, top with
undrained pineapple. Cover with dry cake mix. Dribble melted butter evenly over cake mix.
Sprinkle with nuts. Bake in a 350 degree oven for 45 minutes or until lightly browned.
