I could not find anything like your description on the Internet or in any of the other resources in my possession,
so I asked someone who is a former Morrison's manager and who has a complete copy of the Morrison's Kitchen Manual.
The closest recipe to your description that he could find in the Manual is the recipe below. Perhaps your local
Morrison's used hamburger instead of diced beef. Individual Morrisons were allowed a certain amount of leeway.

Morrison's Beef Vegetable Stew, Farmers Style
Yield: One gallon
1 gallon hot water
4 1/2 oz. Beef Base
5 oz. small diced onions
1 1/2 oz. medium diced celery
7 oz. medium diced carrots
10 oz. medium diced potatoes
1 cup canned diced tomatoes in puree
1 oz. white long-grained rice -- uncooked
1 tbsp sugar
2 1/2 oz medium diced cabbage
2 1/2 oz. frozen green beans, thawed
6 oz. cooked beef, small diced (optional)
In a heavy sauce pot combine water, beef base, onions, celery,
carrots, potatoes, tomatoes, sugar and uncooked rice.
Heat to boiling, stirring frequently. Reduce heat and gently
boil 30 minutes, stirring frequently.
NOTE: The uncooked rice may be replaced with 1/2 cup cooked rice
added in step two.
Step TWO: Stir in cabbage, green beans and cooked beef. Gently boil
for 10 minutes or until veggies are tender.
Serve hot garnished with herbed croutons, chopped fresh parsley or
blanched julienne of red pepper. Holding temp not to exceed 180 degrees.
