Hi Kelly,
Sorry, I could not find a recipe for Congo Bars from Gainesville High School. I did, however, find a Congo Bars recipe here:
Congo Bars Recipe
I also found the below Congo Bars recipe.
Finally, I don't know if they are the same thing, but I have some "Congo Squares" recipes here:

Congo Bars
Cream 1 pound light brown sugar with
1/4 sticks soft butter or margarine.
Add three eggs - one at a time.
Sift together 2 3/4 cups plain flour
and 2 1/2 teaspoons Baking Powder and
add gradually.
Add 1 teaspoon vanilla, 1 small
package chocolate chips, 1 cup coarsely
chopped pecans.
Bake at 325 degrees for 30 to 40
minutes in large 11” x 13” pan, which
has been greased and floured.
