I am finding some online copies of owners manuals for Mirro and Presto pressure cookers. However, without knowing for sure which brand yours was and which model it was, I cannot proceed.
More specific information is needed:
Can you recall of find out whether it was a Mirro or Presto pressure cooker?
Which model was it?
Are you sure that the recipe called for tomato juice and not for tomato soup?
Was the "ground meat" ground beef or was it pork sausage?
Let me know. Either way I will post this for reader input.

Below is a recipe for stuffed peppers from a Presto Pressure Cooker instruction booklet and a recipe for stuffed peppers from a Mirro Pressure Cooker instruction booklet.
If you can't provide the information that I asked for, then I'm afraid this is the best that I can do. I will post this.

Presto Booklet Stuffed Peppers 1 pound pork sausage, seasoned 1 cup cracker crumbs 1/2 cup onion, chopped 1 egg, beaten salt & pepper 6 or 8 green peppers 1 cup tomato juice Method: Combine pork sausage, cracker crumbs, onion, egg, salt and pepper. Mix well. Wash peppers, remove top and seeds. Fill cavity with meat mixture. Place on rack in Cooker and pour tomato juice over peppers. Place cover on Cooker. Allow steam to flow from vent pipe to release all air from Cooker. Place indicator weight on vent pipe and cook 15 minutes with stem at COOK position. Cool Cooker at once. Thicken sauce in Cooker with 2 tablespoons cornstarch dissolved in 1/4 cup water. __________________________________________________ Mirro Booklet Stuffed Green Peppers 4 Qt. 6-8 Qt. Ingredients 4 8 Green Peppers 3/4 lb. 1 1/2 lbs. Ground Beef 1/3 cup 2/3 cup Rice, cooked 1 tsp 1 1/2 tsp Salt dash 1/4 tsp Pepper 1 2 Eggs 1/2 cup 2/3 cup Onion, chopped 1 10 3/4 oz can 2 10 3/4 oz cans Tomato Soup 3/4 cup 1 1/2 cups Water 4 servings 8 servings 1. Remove seeds and wash peppers, 2. Mix beef, rice, salt, pepper, egg and 1/2 cup soup Use 2/3 cup for 6-8 Qt recipe 3. Stuff peppers lightly and place on rack in cooker. Top each pepper with 1 tablespoon soup. Mix remaining soup and water; pour into cooker. 4. Cover, set control at 10 and cook 15 minutes after control jiggles (or cook at 15 for 12 minutes). 5. Cool cooker normally for 5 minutes, then place under faucet
