I had no success finding the recipe, but thanks to the New York Public Library there are photos of the Horn & Hardart menu online. As you can see from them, vegetable soup was an option for both lunch and dinner:

Sorry, no luck with this. I searched about a year ago with no luck: 12-31-2020

I searched again today. Still no success.
