I found a lot of recipes for that dressing, but I could not find one that is directly traceable to Boston's English Tea Room. By that I mean a recipe that comes from the Tea Room itself or an actual employee of the Tea Room who vouches for the recipe's authenticity.
The recipes that I did find are all similar, but have their differences in ingredients. Some have honey, some have sugar, and one even has powdered sugar. They may have different kinds of vinegar, etc. That's not to say that they don't taste like The Tea Room's dressing.
The one that I would give a first try to is the first one below, which was printed in the "Boston Globe."

English Tea Room's Sweet And Sour Salad Dressing (Boston Globe) 2/3 cup sugar 1 tsp. dry mustard 1 tsp. paprika 1 tsp. celery seed tsp.salt 1 tsp. onion grated 1/3 cup honey 1 tbsp. lemon juice 1/3 cup red wine vinegar 1 cup salad oil Mix together sugar dry mustard, paprika, celery seed, and salt. Add onion. Blend honey. Combine lemon juice and vinegar, blending well, then add to mixture. Add oil in a slow stream beating constantly with beater. Serve with greens, adding red cabbage if desired for color and texture. Makes about 2 cups dressings. ---------------------------- Sweet And Sour Salad Dressing From the English Tea Room in Boston. In food processor, mix: 1/3 c. vinegar 1/2 c. sugar 2 tsp. celery seed 1 tsp. salt 1 tsp. dry mustard 1/3 c. sliced onion 1 c. oil (add last) Blend well. ---------------------------- Celery Seed Dressing (from the English Tea Room) 1/2 c. granulated sugar 2 tsp. celery seed 1 tsp. salt 1 tsp. dry mustard 1/3 c. coarsely chopped onion 1/3 c. vinegar 1 c. oil Process all ( except oil) in a food processor or blender, then gradually add oil, mixing well. Add 1-2 tsp water if too thick. ---------------------------- English Tea Room Dressing 3/4 c. vinegar 3/4 c. oil ( Wesson) 2 Tbsp. tomato sauce 1 c. confectioners' sugar 1 tsp. celery seed 1 tsp. grated raw onion 1/2 tsp salt Blend together. --------------------------- Boston's English Tearoom Salad Dressing 3/4 cup vinegar 3/4 cup oil 1/2 teaspoon ketchup 2 cloves garlic 1/2 to 3/4 cup powdered sugar 1 teaspoon each salt, celery salt, onion salt Blend everything in a blender until thick. This is a sweet dressing similar to a Russian or a Catalina dressing, so use only a tablespoon on lettuce or cole slaw. Sugar can be reduced if you start with a smaller amount and add more as you like. If too vinegary, add water. You should taste it and adjust to your own preference.
