Looking for a copycat or "tastes-like" recipe, the first thing that I found was a video made by a chef, who said that the Popeye's sauce can be made with this simple recipe:

Yes, this sounds like what you've already tried with apricot jelly and sweet chili sauce, but did you use Sambal Oelek or did you use some other sweet chili sauce? Did you use apricot preserves or apricot jelly? If not, perhaps you should try it with the exact ingredients he gives.
I found this recipe on a message board, given as a "tastes-like" recipe for the sauce. It has honey, which may be the key ingredient:
