I checked for "twinkle cake" recipes and "twinkle cake filling" recipes, but I did not find anything that fit your description. I searched, but could not find any recipe at all that had the precise ingredients that you list. I also checked for recipes that were the same but used "margarine" instead of oleo and "shortening" instead of "crisco", and "oil" instead of "veg. oil". No success.
The fact that your recipe uses the term "oleo" rather than "margarine" might indicate that it is an older recipe. Indeed, you say that you received the recipe years ago.
A recipe is not going to be on the Internet unless someone posts it there. That's most likely why neither you nor I can find it. The recipe could originally have been in an older cookbook or in a magazine or something similar, published years before the Internet appeared, and no one has had cause to post it on the web.
I will post this in case one of my readers knows anything about it.
