Hello Donald,
The partial Woolworth's recipe manual that I have is from the 1950s. It does not have a waffle recipe.
I searched the Internet, but had no success finding a Woolworth's waffle recipe. Even if I had found a Woolworth's waffle recipe, it is unlikely that it would be dated. Recipes on the web rarely have dates on them.
I am curious as to why would you specify a recipe from the 1940s? Were the waffles served by Woolworth's in the 1950s and later different from those served in the 1940s? In what way?
I will post this for reader input.

When I was a child , I remember shopping with my mom at the Woolworth store on 14th st in New York City . I can still remember the aroma of those big round waffles emanating from the counter as you walked in the doors . We were poor people and even at the ripe age of four, I knew my mom couldn’t afford ever getting me a luxury as a waffle. So I never had one. I am 82 now and I think it’s about time for my Woolworth waffle.
