I have a friend, James, who has copies of the Morrison's Cafeteria Kitchen Manual and also of the 1/91 Morrison's Hospital Food Service Manual. He sent the below recipe from the Hospital Food Service Manual. This is a Food Service recipe and therefore it makes a lot of chili. You'll have to figure out how to cut it down to home recipe size.

Morrison’s Chili Con Carne Yield: 3 gallons, 3 quarts Ground Chuck, or lean beef, 11 lbs., 4 oz. Onions, chopped, 2 lbs., 2 oz. In a heavy sauce pot over medium-high heat, cook and stir ground beef until beef is browned. Add onions and cook until transparent. All purpose flour, 7 1/2 oz. Chili Powder, 1 3/4 oz. Add flour and chili powder, mixing well. Heat 5 to 8 minutes stirring frequently. Canned diced tomatoes in puree* One #10 can (6 lbs. 9 oz.) Hot water, 3 1/2 quarts Canned kidney beans, drained,2 #10 cans (9 lbs) Sugar, 1 and ½ oz. Beef base, 10 oz *NOTE: The diced tomatoes in puree may be replaced with one #10 can of puree. Stir in tomatoes, water, drained kidney beans, sugar and beef base. Heat to boiling, stirring frequently. Reduce heat and gently boil 20 minutes. James
