Years ago I was given this recipe. Maybe it's close to what they are looking for.

Original Texas Hots' Sauce
Ingredients:
2 medium size onions, peeled and finely chopped
Vegetable oil as needed
1 pound lean ground beef
2-2/3 teaspoon chili powder
1-1/3 teaspoon paprika
2 teaspoons cinnamon
2/3 teaspoon cloves
2-2/3 teaspoon ground cumin
2/3 teaspoon garlic powder
1/2 teaspoon black pepper, freshly ground
1-3/4 teaspoon salt
1/3 teaspoon cayenne pepper
Cornstarch or flour mixed with water to make a paste
Instructions:
In a four or five quart pan, cook onions in a little vegetable oil until tender.
Add the ground beef and brown. Add 1-1/2 quarts water and simmer for 1 hour.
Add the remaining ingredients and cook 1/2 hour longer. Thicken with cornstarch
or flour to desired consistency.
Note: Mix cornstarch or flour with water to a paste.
This sauce can be frozen in an ice cube tray. One cube is enough for one Texas Hot.
After frozen, take out of the tray and store cubes in a freezer bag.
