Hello Wilbur,
The Admiral Semmes was a Radisson for a while, but it is now a Hilton Hotel and it is called
just "The Admiral." "Oliver's" is no more.
I did find your recipe in a cookbook called "Alabama's Historic Restaurants and their Recipes"
by Gay N. Martin. See below.

Crawfish Nacho Sauce from Oliver's Restaurant in the Admiral Semmes Hotel, Mobile, Al
1 cup bell pepper, finely chopped
1 cup onion, finely chopped
5 cloves garic, finely chopped
1 2/3 tablespoons olive oil
10 2/3 cups whole milk
3 1/3 pounds queso cheese, cut into small pieces
7 jalapeno peppers, pureed
3 pounds crawfish tail meat
redfish blackening seasoning
cornstarch
Saute chopped peppers, onion, and garlic in olive oil until tender.
Add milk and heat until almost boiling then add cheese pieces. Stir
often to prevent sticking. When cheese melts, add pureed jalapeno
peppers (seeds and ribs included). Then add 2 pounds of crawfish
tail meat, roughly chopped. Puree remaining pound of crawfish and
add to mixture. Season with blackening seasoning and thicken with
cornstarch.
Serve over tricolor tortilla chips accompanied by lettuce, tomatoes,
black olives, and fresh jalapenos. Yields enough for a party.
